I'm pretty sure 1989 was the last year of the RPM they stopped hand punching after 89. Someone may correct me if I'm wrong.

Hold it rpm stands for repunched mint mark. Which this coin has none. A Philly. You mean DDO . I see Machine Doubling on your coin not a DDO

RPM means RePunched Mint mark. Your coin is from Philadelphia. Last year they punched in the mint marks by hand was 1989. After that, it's impossible for RPM's. What you're seeing is Die Deterioration Doubling on the date.
