I have this nice Java rupee, dated AH 1232

Accoring to Zeno this coin is Scholten 597b with upper flower poining up.

The coin's description says '''1744 over 1743''' - it's related with a different but I'm not sure the meaning of this part. The date is clearly AH 1232, so is it AS 1744 or 1743?

The Latin-letter date on the die was corrected from 1743 to 1744, so you read it as AS 1744 (with the underlying 1743 showing as an overpunch). The coin's Arabic legend is AH 1232 (CE 1816-17), and the Latin numerals beneath it are AS 1744 over the earlier "1743" that was punched into the die.

If you're cataloguing or describing this piece, record the date as 1744 (variety: overpunched 3→4).
Dies left over from the previous year were often re-used: the old date area was abraded, and one or more digits were repunched into the master die. This is exactly what you see on your JS 597b rupee, with "1744" punched over the underlying "1743"
