Mikhail Fedorovich; you can see "Mikhail" fully spelled out in the 3rd line (the leftmost part of the M is cut off) and the middle part of the patronymic in the 4th line.
On a lot of these 17th century types, the letter that should look like B is so misshapen it looks more like a rectangle. This makes figuring out the legends tricky sometimes...
I believe that's a Moscow mintmark on the other side (...it looks a lot like the Mexico one), but aside from that there's a ton of variants (I think several hundred) and I don't feel ready at the moment to consult the catalog to tell which exact variant you have.
