As a small time seller, I can think of several reasons: 1. I do not need looky-loo buyers forcing me to repeat successful auctions. A looky-loo probably just slightly outbid a serious buyer who actually wants to own the coin. 2. Items that get relisted for auction immediately puts the seller under suspicion for manipulating the previous auction or for selling a problem coin hidden by flattering images. 3. There is zero guarantee that the buyer will return the coin in the same condition as it was shipped. Raw coins can be mishandled or damaged, and even slabbed coins can be exposed to moisture or have their plastic compromised. That is completely unprovable, so ebay will probably stick you with a ruined coin and no refund. 4. There is no guarantee that the return shipping will be successful. If USPS loses the insured coin, that is a pointless hassle.

I just honestly feel that ebay is mostly a person-to-person transaction site. Businesses can have a return policy, but I don't feel the need to be someone else's Costco or Amazon shopping experience.

The reason this seller did not offer a refund is because the example is a counterfeit. Most counterfeit sellers on ebay do not offer refunds. I have sold hundreds of coins on ebay with the return option, and there has been 3 coins returned. I try to provide accurate photos and coin description. I always felt that the buyer has a right to see the coin in hand before they make their final decision on the purchase.

If the buyer makes a claim that the coin is not as described, ebay will almost always side with the buyer for the refund, and it does not matter that the listing has no refunds.

In the case where the seller is a scammer that runs away with the money, does ebay cover the refund for a buyer of fraudulent goods?

This is a very good question. Lets use the counterfeit seller of the 1804 dollar as the scammer. ebay's Money Back Guarantee policy is really set up for the funds to come out of the seller's account for a refund.

To be eligible for the ebay Money Back Guarantee policy the buyer of the 1804 dollar would need to open a request of a refund within 30 days of delivery because item not as described. The buyer would then need to contact seller for a refund. If seller does not respond the buyer's refund request, buyer has 21 days to request ebay to step in. If the seller does not respond and closes the banking account linked to the ebay account, the buyer would be eligible for ebay to pay for the refund. If ebay makes the decision that the 1804 dollar is genuine and refused to refund the sales price, the buyer now would have 30 day to submit an appeal that the 1804 is a counterfeit, and the buyer is entitled to a refund from ebay.

The bottom line is there are a lot of steps that the buyer must follow to get the ebay Guarantee Money and ebay makes the final decision if refund money is paid to buyer because of a fraudulent seller.

The coin is gone. The link tells me that they "looked everywhere. Looks like the page is missing." That usually means that the auction was taken down, as opposed to the item being sold. Whew--good!
