I am new to coin collecting and need help determining if this Ike dollar is a mint error. Any comments or suggestions you have will be appreciated.

You clipped the [/img] tag from the end of your image links.
But it looks like another coin was glued to your Ike. Unfortunately it's not an error.

A long soak in 100% acetone might (might...) reduce or eliminate that blob if it is a 'common' (not epoxy) glue.

It's not a mint error. It's either hard glue or solder. PMD.

Not an error of any kind, just damage.
There is no way that happened during the striking of the coin.

Looks like a good candidate for a spender. Glue and all the scratches have rendered that coin just at face value.
