li in liberty seems faint is this do to Grease Fill in die, also on reverse is that a crack in the letter c

A minor Grease Filled Die issue and a scratch.

could be a Grease Filled Die on the obverse, a circulation hit on the 'C' on the reverse.
And a weak strike on the reverse of 'STA' due to the design elements from the obverse side.
