Or a struck through error. (grease)

There appears to be strong die scratches in that area, but polishing would have had to take out the field deep enough to remove all the letters. If that were the case the area where the letters should have been should be raised like a bulge.

That's true, there is no bulge here. Any chance they were'nt put on in the first place ? This is the year of a RDV also.

Impossible. They were on the master die+/master hub-/hub+/die-. They are not added, it is part of the design. So it would be impossible for that to happen that they were not there.

OK coop, that's reasonable. What's the story with this coin then? If it's not excessive die polishing or damage, what then? A strike through just in that spot?

Looks like it was polished to death. You see the lines so heavy in that area. Also die wear is VLDS. So a combination of both. You see these more often than you like searching through circulated Cents. Some save it just for the effect on another collector. So it suffered both, die abrasion and Die Deterioration. Just the worst of both worlds.
