It looks normal to me. Take a look at the way the inside loops on the upper and lower parts are the same. Just looks like a weak mint mark to me. I see what your seeing though but they are noted on the 1946-S Cents.

They are both normal mintmarks. Avoid looking at the two S mintmarks for a second. Look at the shape of the openings inside the loops of the two S mintmarks.

The top is a more narrow inside loop while the bottom has a more opened inside loop. They are the same on both.

Keep in mind that there is wear that distorts the mintmarks and the depth to which they were punched into the dies also effects the outcome.

In any case, they are both normal mintmarks.
