Looks like a partial Grease Filled Die.
Common and no premium.

Not this is fairly common. the operator applies grease to the dies, and sometimes the grease gets in to the design and blocks the area from striking up properly.

Most likely a grease issue. Would love to view the coin in-hand to be sure--but that won't be happening!
