Looks like a struck through but I don't think from reeding. The reeding look is from the wing pattern in the design.

Definitely a Struck Through error. Unfortunately it's an impaired proof with the fingerprints on it.

There is a smaller blob to the right, under the final A.

Somebody really marked that coin up. Still interesting to see.
