This is a 20 rupees hyderabad mint coin, what type of error is this and whether it is rare and its value?

Might be a Rim Fin error.

Also look at the right side of the 5 of the 75, there are two parallel lines, does it can when they polished it at the mint

Those parallel lines look like scratches which would be damage.
There is not much of a premium for the Rim Fin as it is folded over.
