It could be Machine Doubling or Split Plating Doubling.

I'm thinking a Die Deterioration issue, which can yield a doubling appearance. The full obverse photo is a but hazy, but there appears to be a ridge ring--an indication of Die Deterioration.

looks like split plating - I can see a bit of the zinc core.
