@hlw, rather than having been struck without a copper plating, I suspect that this cent has had the copper plating stripped off at some point after leaving the mint. As such, it is only worth face value.

Put another cent over the top of it to see if it is larger.
It could be a Texas Cent.

Looks like there is zinc dust under the copper plating on both sides of the coin.

It looks very similar to an example on Error-Ref in which the plating "has been chemically (or electrolysis) stripped of the copper layer." Even though it has what appears to be plating issues, they are not. It could also be discolored plating, as others have said. Regardless, PMD, just a damaged coin.

Technical term is copper plating. Very thin and applied after the blanks are cut out of the zinc core, so the entire surface is copper.

Cladding is a thicker layer bonded together, and the blanks are cut out of those sheets. The core layer is exposed on the edge.

Thank you guys the only problem I had with it is it looks identical to my 1943 steel that's been setting for a while and took on different color. But I could also understand that it could be chemically induced even though I didn't find a single copper tone to it
