1961 D Quarter, Are These Protrusions From Devices Normal?

Good morning happy Thanksgiving. This 1961 D has some weird things I'm not sure what to call them. They look like protrusions coming out of some of the devices. My questions are, what are these/what causes it, and is it a common thing on 1961/1961-D quarters.

Yes, they are normal. Dies wear out at 700 coins per minute. They get little (sometimes big) chips and breaks in them.
