Looks like a VF-25. Give it a bath in pure Acetone for a couple hours. The coin is not worth having professional restoration.

Pure acetone won't damage it if wanting to get it graded?

Pure acetone will not hurt your coin but why even consider sending a $20-$30 coin tops in for grading? The membership and grading fees surely don't warrant it.

Well here goes - to be "blunt" - It's a high mintage coin, 21,404,984, and in a lower circulated grade! It is a lower grade album coin - that is all!
