Looks more like environmental staining to me. What's the weight? If the weight is normal, then it's just stains. If the weight is lower than normal, then it's a missing clad error. https://www.error-ref.com/missing-c...ing-rolling/

If your coin was missing a clad layer, it would be copper-colored, substantially below nominal weight, and have weak details.

Looks like stains. Likely weighs around 5.7 grams, which will confirm.

It is a stain of some sort.
If it was missing the cladding, it would not be showing
the nickel through on the high spots plus it would be
showing more of in a straight line.
