I read on several forums that NGC and PCGS will not give MS designations to 1856 FE cents and 1880 Shield nickels anymore for liability reasons. They are only giving Proof desgnations. Is there a list, published or otherwise commonly known, of other coins that these companies will also not grade as circulation strikes? Thanks in advance,

Well on the 1880 Shield nickels there were Proofs and Business strikes so those would have to be graded correctly. As for the 1856 Cents -

There are several known classic era US coins that were struck as Proof only, so any of those should fit this requirement.

Get out a copy of the Red Book and in short order you can compile an accurate listing.

I know which coins were only struck in proof. My point is that the 2 major grading companies will only label 1856 FE and 1880 SN as proof, even if they are circulation strikes.

You would have to show some proof of that before the discussion can continue. Otherwise it is just "hearsay".
