Sorry to say that appears to just be zinc rot. The mintmark is a common place for the plating to split which exposes the zinc, leading to corrosion.

zinc rot/split plating on the MM, and the weak strike on the reverse of 'States' is fairly normal as well - the Obverse side design elements (the bust of Lincoln) is thicker and it took up much of the metal to form. Basically the void on the die on the obverse is deeper and requires a bit less pressure to fill, so the metal moves in that direction.

Agree with all above. Split plating, zinc rot, and mint marks--a witches brew of numismatic mischief.
