It's either a non government issued commemorative token or it's a normal US coin that is painted or stickered. Does it look like it's painted on top of another coin?

It is in fact a NY State Quarter , colorized to mark the anniversary of each passing year since the disaster.Theres a 2 year , 3 year and 6 year edition that I'm aware of.

The value of anything is roughly equal to what somebody is willing to give you for it. It's a collectors item...but not really a numismatic item. So I really can't give you a "worth".

I know that the Littleton coin sells colorized State Quarters and silver eagles.
One of the examples could be found at http://www.littletoncoin.com/webapp...CGGG-37.html

Hippieman556: Is your avatar a 2002 Canada horse gold hologram? I have a snake hologram coin. It looks very cool.
