It's not an error, it's a partial teller stamp. Now before you say then why does the stamp go underneath the design indicating the stamp was applied first; the reason is because the stamps ink doesn't adhere to the anticounterfeiting torch overprint. It is made from substances that common ink doesn't stick to, it easily rubs off.
This would be the top bill on a stack of banknotes that was stamped by the teller. Please get in the habit of showing the complete banknotes along with the closeup. In both your posts you only show a partial photo.
