Looks to be more of a F12 - I was going to say F15 but the reverse is just too worn.

My mentor back in the day taught me to grade coins starting with WLHs. San Francisco's equipment was worn out during this period. Most 28s's had very weak strikes. Liberty's hand, for example, was probably never fully formed on your coin. Some of the eagle feathers were never really quite there. So the 28s would get a half-grade boost as a matter of course. If it were from 30s or 40s, this coin would net VG8, but the date gives it a lift to VG10. I suppose F12 is possible.
