Please offer a grade. Also, any idea what those spots are on the obverse at about 3 o'clock and 9 o'clock?

I'd grade this as MS-62 because of the scratch on the head and what looks like some staining

Abundant luster is the strong feature of this Franklin and the fields are relatively clean but the contact marks and chatter on the main devices limit it to MS-62. The spots may come off with an acetone dunking but probably will not, although it would not hurt to try.

I concur an MS62, if both obverse and reverse were in the same shape as the obverse, I would grade it MS60 or MS61 at best.
