I was wondering if any proof strike exist for each early commemorative coins?

No - there are no official proof strikes across the coins in the classic commemorative series.

That said, there are a few examples of classic silver commemorative coins that have recognized PL qualities on their surfaces.

The 1938 New Rochelle (NY) half dollar is one such example. It is recognized and slabbed by both PCGS and NGC with an MS grade and PL qualifier.

There are others as well - although I've never seen one in hand.

Where would the SP (specimen) strikes fit in here...? Could they be considered proof....?

Maybe not official proofs but they do exist.

Known proofs include:
1928 Hawaiian - 50 Sandblast proofs

1937 Boone Half Dollar - P, D, and S Mints Matte proof

*Only one complete P-D-S matte proof set is known; it is possibly unique.
*Authentication by NGC and later PCGS confirms their matte proof status.
*Produced clandestinely at the Philadelphia Mint, likely for Chief Engraver John R. Sinnock, not as general public issues.

1922 Grant Half Dollar With Star - Matte Proof

1938 New Rochelle Half Dollar - Specimen Finish
*Grades recorded: SP64, SP66, SP66+, SP67 (PCGS/NGC examples appear in auction records)
