1922 Peace Dollar Tiara Problem.

This is a 1922 Peace dollar. If you look at the Tiara and the letter "E" in Liberty you see that the Tiara does not continue north past the lower arm of the "E" like all circulation 1922 strikes do. What are your thoughts on that?
Photo trickery? New VAM, Old VAM? PMD?
I do not have this coin in hand, it is a photo from the internet.
Curious about your thoughts.

Besides the "E" thing I mentioned, what else makes it a high relief?
