Probably a partial Grease Filled Die. Notice the weak I also.
There is also a broken post on the B.

Second photo shows a weak L snuggled up to the rim. Pretty much a Die Deterioration issue. The design of this era--early to mid 60s--was rather 'soft' to begin with.
