Hi

This lead alloy token or seal is 24.4g and has 42mm in diameter. It's onesided.
The legend says HONI SOEIT QVI MAL V PENSE, so 'Shame on anyone who thinks evil of it.'

Please help me to figure out what this item is.

The inscription is of course the motto of the Order of the Garter, and the arms are those of the Kingdom of England. Equally however, this is certainly not an impression of the Great Seal of England, as those always had a representation of the monarch enthroned, with his or her titles, and the reverse or counterseal was usually the monarch on horseback. Nor, so far as I can tell, could it be the seal of the Order of the Garter, which appears to be something quite different, with an equestrian figure. In any case the Garter is almost always depicted encircling the plain Cross of St George, not the Royal Arms.

I've also checked the Order of the Garter option but it doesn't seem to be the correct clue.

I tried to dig some more and I saw that many english lead seals look differently as they have an additional lead element on them
