They are not that uncommon, I think they used to give
them away to visitors at the mint at one time.
The weight to two decimal points would tell you if is a
copper or zinc planchet.

And they have put them into certain mint sets to fill a hole in the celo. Plus they were part of the Young Collectors set, oh, five years ago. And they do, rarely but with some frequency, slip into the totes while coins are being struck.

In New Zealand I discovered that "press penny" machines were being supplied with copper blanks of the size of the former cent coin.
