It's PMD. My best guess is from heat. Not an error. Worth 25 cents.

How so you can plainly see the stamp mark where the error started ?

The design on the coin will distort with the expanding metal when the coin is super heated with a source like a blow torch - were we're not talking heating it with a lighter or small flame but something that will actually start melting the metal.

We see these quite frequently on the forum so you can
believe eveyone when they say it was heat damaged.
They are sometimes known as campfire coins.

Agree with all above--intense heat damage. Coin didn't leave the striking chamber in that condition.
