No - not an error - damage ( PMD). Dryer Coin, spooned, hammered..........take your pick.

Either spooned or a Dryer Coin. Not an error. It's PMD. Worth 25 cents. A Broadstruck coin wouldn't have its collar. https://www.error-ref.com/broadstrikes/
