That ring is damage of some sort.
It didn't leave the mint that way.
Also in the future please crop your photos as per posting instructions.

Looking odd or different does not mean it is an error.
Unless you can explain how that could happen when
the coin was struck, then it damage of some sort.

just looks like a normal quarter (with a bit of damage on it.

Next time orient your image so that the coin appears upright and CROP the image to the coin. (we have no need to see the back ground)
