Appears to be a blob of hardened gunk--perhaps a layer of gum or adhesive. Suggest giving the coin a long soak in 100% acetone.

If it was a struck through, it would be incuse.
It is just something on the surface.

Just gunk on the coin. PMD. It should come off with pure acetone. As stated by JimmyD, a true Struck Through error would be Incused, not raised.
