199? Lincoln Memorial Cent Struck Through Grease?

I am going through coins and am grateful you experts are here to answer my silly questions. This coin is missing the 1 or 4, not sure which. As I continue to look through coin errors I have set aside, this is one I see often. In the light, it looks as though the "LI" of Liberty is missing and when I dim the light I can see better.. However, The missing number in the date I cannot see. Any help with ID of this date would be appreciated and confirmation this is indeed Struck Through Grease. Thank you.
