The "CE" above the left corner of the building on the reverse looks incuse. This is most likely caused by another coin being pressed into this one.
This is usually referred to as a "vise job".
Words of encouragement are one of the major food groups. We need to consume them regularly to thrive and grow.

Appears to be a vise job. Having said that, the softness of the photos (blown up, low resolution process) makes assessment a bit more challenging.

Someone put the back of another cent against this coin in a vice and squeezed.
You can see the lines from the top and bottom of the memorial on the other coin, too.

Just as Pete said, they are indeed upside down. C and E just happen to be symmetrical top-bottom, so if you flip them vertically, they remain the same.
