On the reverse, where the arrow is pointing, there seems to be some filling of the 9 in 1959.
Is this in fact a error, variety or other designated problem?

Not an error or a variety. It looks like a partially broken post.
Doesn't really add any value as there are probably thousands out there the same.

It's a Die Chip. Not much if any added value. Every coin struck from the same die pair will show this.
