1999 Delaware & 2000 South Carolina Quarters

Hello all, I was doing some CRH and came across these 2 State Quarters. Upon checking them out. I noticed the weight was off in my hand for these 2 quarters. Their from different rolls. So I brought the scale out. The weights are not what their supposed to be. I know you give or take a gram or 2. But these do not feel right. Even when I drop them on the table. They sound different from another clad quarter. So I was wondering if you all could give me your expertise on this. Any info would be greatly appreciated. I have attached the pictures.

They are within Weight Tolerances
What happened to the edge is any one's guess

Yes anyone's guess, but to be clear, the rims are mechanically damaged and not mint errors.

Some sort of damage on the rims with the reeds being removed.
What or how doesn't really matter damage is damage.

These used to be slot machine Quarters, first thing that goes is the edgs then followed by contact marks on the faces of the coin.
