I would have to agree with bill069. to even be vg the is at least partially visible, flat but there never the less.

I see 1/3 or so of a horn there, I'll go with VG without a full obverse or reverse pic.

I agree with Infinite, this is a VG-8 coin. The PCGS grading guide states that for VG-8 "less than 1/2 of the horn" may be visible and this Buffalo qualifies.
