I started at VG8 and moved up to F12.

I thought you needed VF or better for considering soft strikes when grading. I know there are exceptions like a '22-D Lincoln but I'd have to grade this coin strictly on remaining details.

The obverse does look F15 so I agree with steve199 there. The reverse looks VF to me but not strong enough to pull this coin up to VF20 overall.

I rarely use F18 but that's where I'd put this coin.

The 1925 D and S are some of the most poorly struck coins in the series. The problem in grading is a war between technical and actual wear. Technically, there looks to be some separation between the cheek and jaw. A lot of the obverse mushiness is due to the strike. The wheats are also poorly struck, very typical for this issue. IMO, this coin grades a VF-20, however, I wouldn't be surprized to see a TPG make it F-12.
