The wear is minimal but the image of Monticello is really mushy. Is that what it means when folks talk about late die state(LDS)? The dates and everything else are sharp and clear(the scans don't show it all that well).

It looks more like it was poorly hubbed. This is a common problem with this date and many from the era. It can be difficult to tell bad hubbing from worn master dies and from experience I'm sure this is a combination of these two.
It's later die state but it shouldn't be hard to find one much later than this. The '70-D's were often struck with heavily worn dies as were the '66's and to a lesser extent the '65's.
