PMD (post mint damage). Most likely someone trying out there new bench vice or needle nose vice grips on it.

I don't make a determination until I see the other side of the coin where it corresponds to this portion of the coin. If there is a flat spot on the other side, it's damage. If the other side is basically perfect than the coin may have been struck through an object of some sort.

Lets see the other side.
