I just got a coin today in the mail that I had bought on ebay. I am upset how the coin was packaged. It was wrapped in paper and there was no flip at all. To top that off the coin had a fingerprint! It was sold as BU.

Hah. A few years back I bought a mint set on ebay and it looked like it was packed with stuff from a garbage pail. When I told the seller I was returning it, he said don't bother, you won't get any money back for it. So I got stuck. The set wasnt that bad after all.

Contact him with your disappointments and try to resolve the matter with the seller. It could be possible he has someone pack the coins for him and obviously, they need to be educated on packaging and handling coins. If he does not want to resolve it in a mature, professional manner, then go the other route and report him.
