Neither, looks like the die has deteriorated.

Hard to tell for sure from the lighting, but it looks like it could be a doubled die.

Looks like the field shows a high polishing to cover a strong die clash. Other devices might help us determine what is going on.

I think it has potential. I have at least 6 different 1983 DDO cents and the one that is similar to this also has some minor doubling on IN GOD. Take a look at those words as well.
