I was looking at an olympic proof set that I have and noticed some odd blemisges on the quarter. I figured the coins are really hazy anyway so why not break them out of their jail.

what would cause this at the mint because it was still in its case until I saw it?

I think they are known as milk spots, bad rinsing and drying at the mint.
