What is the exact terminology for a strike like this? Is it uncentered, miscollared or something like that ? How common are these ?

This is called a Misaligned Die. When the two dies do not line up perfectly, the obverse can be slightly off center (the coin seats over the reverse die, hence you will never see a coin slightly off on the reverse but not the obverse).

Misaligned die(MAD) strike with the centered reverse being the key, it is usually common and not worth any premium. However, your example is so badly misaligned that the top of LIBERTY and the date is missing and that is what it takes for this to become a wanted error. Not quite sure of an exact value but probably $5 or less.

I agree with Biokemist6. Looks borderline, but I would say it is worth a premium. Mellisadawn's looked close, but your is touching the rim with the devices. Nice find.
