According to the net it's Germany, Duchy of Gelderland. Sorry don't know KM or value.

try this, which falls a bit short of your coin's date of 1785: "... In 1615, the first VOC mint in India was established in Fort Gelria where, initially, "Kas" copper coins with VOC monogram and a Sanskrit legend were minted. The Pulicat mint operated till 1674, when a new mint was established at Negapatanam. These coins were widely used in Ceylon ..."

I seem to recall a previos CCF thread where I learned that the Dutch had lots of provincial mints in that era.

This is a 2 stuiver coin from the Netherlands, province of Gelderland. D(ucatus) GELRIAE means indeed Duchy of Gelderland. When the Netherlands gained independence the Duchy of Gelderland was incorporated in the Dutch Republic as one of its provinces, keeping the title of being a duchy. Gelderland still is a province of the Kingdom of the Netherlands.
