Could it be a parking meter mark or automatic coin roller that made this mark?

Yes, I've seen these on the very end of a bank roll.

The reverse mark is from a counting/rolling machine and is considered damage(scratched). The IGWT is from a Grease Filled Die, one partially obscured or weakened letter is quite common but these can have value when significant amounts of detail are missing.
