Post mint damage. Looks like someone grabbed it with something not designed to keep coins ungouged.

Looks like coin was used as seat on the fulcrum of a crowbar, against a wedge to pry up something heavy, just a guess because it looks like gauged pressure lines

Definitely post-mint damage of some sort. Keep in mind that if the damage happened at the Mint, it would have worn away as much as the other details on the coin. Those small striations would be non-existent at this point.

The coin had to be damaged somehow long after it left the Mint. It could have been damaged by any one of a thousand ways
