I used to love using adobe photo deluxe but it was touchy on XP and does not work on Vista. So I am limping by with Picasa and I don't like it.
I have a second PC with Gimp but I don't like that either.
I might throw in my old hard drive in PC two and work with photo deluxe again.
It was so easy for me.

here is what you do if you have paint:

scan or convert pix into jpeg format.
you might have to reduce the size.
copy to word
use the drawing tools in word, arrows, lines etc... all of it.
save it when done.
copy again
open in paint
save it again
it will show all in your picture file as a tgif format.
save it as jpeg again, crop it and save it....
easy, once you done it
good luck
