Definitely O-103, unmistakable with the missing lower right serifs on the reverse letter A's and the left serifs of the E's. The O-103 has an R-2 rarity rating in Overton.
I'd give it no better than F-15. The portrait is pretty heavily worn and the marks (lamination?) in the upper left field are slightly distracting. It doesn't appear to have been harshly cleaned, although a gentle old cleaning is always a possibility. The reverse might make VF-20 but doesn't compensate for the obverse. Nevertheless, a nice coin with decent eye appeal.
