The PGR is Mexico's Department of Justice. SEEDO is the division responsible for combating organized crime, which in Mexico primarily means the drug cartels.

Presumably, the cash is from a drug cartel raid.

I find it interesting that the vast majority of the drug money is American. They only had enough Mexican Pesos to buy a couple cases of Corona. This is a great illustration of how the U.S. is the problem, by fueling this drug trade. If it wasn't for the U.S. who would they be running drugs to? The Netherlands?
