SEEDO is the division responsible for combating organized crime, which in Mexico primarily means the drug cartels. Presumably, the cash is from a drug cartel raid. They only had enough Mexican Pesos to buy a couple cases of Corona. This is a great illustration of how the U.S. is the problem, by fueling this drug trade.
