I've got 2 Franklin Halves with a reverse that appears to have about a 10 degree rotation in comparison other Franklins.

Is this common, and does it add any value to the coin, or does it have interest to collectors?

I recently completed my Franklin collection, and checked all coins for rotation. Didn't find any.

I actually meant is has a rotated reverse. That is fairly common, isn't it?

It's uncommon enough to be collectable. Usually it needs to be 90~100 degree rotation for high premium.

NGC told me that they only designate the rotated reverse on a slab when it's 20 degrees or greater.

But are the Proof 67 Franklin halves with 10 degrees rotated reverse still more valuable than a Proof 67 Franklin half that does not have a rotated reverse?

From my personal perspective, a slightly rotated reverse on a modern coin is a detractor to the coin itself. Obviously, a rotation of a high degree would be attractive but only as an error and not a date example of a coin. Rotated reverses on older coins tended to be more common so I am not quite so picky about them. If I had to choose between a Franklin with slight rotation and a Franklin with perfect alignment, I would pick the one with a perfect alignment every time.
